With SEVERE PENALTIES for Non-Compliance. Let Government lead by EXAMPLE. Furthermore since virtually every level of government seems to support these programs we Don’t Need to BORROW ANY MONEY to build them, we should use the various PUBLIC EMPLOYEE RETIREMENT SYSTEMS as the Sole Source of FUNDING for ALL MASS TRANSIT PROJECTS. If it Fails then so be it, it’s their retirement.

On California’s sinking ship of state, it looks more its seemingly senile and belligerent Captain (Brown) should be relieved of command.
