The "Green" movement is too fractured to survive the test of time, they always end up cannibalizing each other. There is a different activist group for every single plant & animal, so even if someone came up with a way to power the whole state with zero pollution, there would be some enviro group representing the four-nosed newt or the zebra spotted earthwork that would try to kill the project with lawsuits & injunctions.

If they can finally get around the enviro nuts, then they have to face the wrath of some cubicle hamster from the CA Department of Reduced Economic Activity with an over-inflated sense of self-worth that makes it his goal to be sure there isn’t even 1 spelling error on any of the 25,000 pages of applications before the project can be passed to the next bureaucracy.

Maybe after a few of their pet projects get killed by their "Rules" they will back of and let the state thrive again.
