Contrary to what most voters believe, 71.1% of the state government&#039;s general fund expenditures actually go to fund local government and its services, including education. Only 13.3% goes to state operations. 6.7% goes to debt service, 5.3% to the state&#039;s universities, and 3.6% to public pension systems.

(By the way, the state employee payroll is only $9.2 billion. Put it another way, every state worker would have to be fired not once but three times over and the budget deficit still would not quite be eliminated.)
