Tom - yes, Garrido was under federal probation until they released him in 1999 to the state of Nevada. He'd had Dugard already for nine years by this time.

The feds and Nevada that should be sharing in the payout. No one successfully monitored him. But now with the case closed, unless some enterprising journalists continue digging, the full scope of the story may be hushed up.

California was just an easy target since they were the last ones that were responsible for him and he had kept here in California pretty much the whole time. I mean the guy was arrested and sent back to jail while he had her as a prisoner and they still didnt figure it out. The fact that California Law Enforment was called out to his house specifically because his neighbors reported little girls running around in the back yard of a sex offender, and the officers didnt even look around or find something wrong is about as incompetant as you can get.

California may try to recover some of the settlement from Nevada or the Feds, but with this many agencies overlapping and people dropping the ball the entire way, I doubt that anyone else will do more than laugh at California if they attempt to pin responsibility on anyone else. Since when do government agencies accept responsibility for screwing up?

I wouldnt be suprised if the Duggard family filed suited against the other agencies as well though. This case was just a tragic mistake after tragic mistake. No amount of money they give to her can make up for the mental and physical anguish that she has suffered, and the conflicting feelings she is going to feel the rest of her life since she has 2 children from the creep.

didn't Garrido kipnap Dugggard during supervision by Federal parole? Why aren't the Feds responsible for at least some of this? Yes, state parole screwed up, but to let the feds off entirely is a little stupid.

But the public employee unions simply cant have proof of their members incompetance flashed all over the news for months and months. Especially when they are holding protests and trying to show the taxpayers why they deserve ridiculous raises every year, unmatched job security, and ever inflating pensions that allow them to retire & live like king.

This, and every other story involving public employee mistakes that cause sever injury & death, must be swept under the rug before the tax payers realize they are over-paying people who dont really do anything.
