Ws are the entity that did the brochure you refer to. I would be happy to talk to you or anyone else(eric.mandell@dgs.ca.gov) about any specific departments that are telling you that they are being instructed to buy from out of state firms. This kind oif instruction is NOT emenating from the Governor’s Office.
