		<description>There seems to be an implicit assumption here that everyone who receives a ticket is guilty of the offense being charged.  Where does one go if one wishes to contest the ticket?  To the city?  The county traffic court?  

The article states, &quot;In Roseville, for instance, officers have the choice of fining motorists who fail to stop at a stop sign or commit some other sign violations $100 under the city ordinance or $125-$200 under state law.&quot;  Since when has it been left to the discretion of the police officer to accept a &quot;guilty plea&quot;, in effect, and impose fines?  It is not within the police officer&#039;s authority to impose fines.  What happened to &quot;due process&quot;?</description>
