					<description><![CDATA[Is it not amazing how Texas was fabricated with a surplus only a year ago but now must admit to a $25 billion deficit.  We have a regressive tax system in Texas. The poor pay the highest proportion of their income in Taxes, over 300% more than the 3% paid by the richest 1% in Texas.

Texas would now have a budget surplus if all Texans paid the same percentage of their income in state and local taxes as do the 40% of Texans with the lowest incomes!]]></description>
